Congressional Analyst

This position supports a program within the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E). Duties Include:
Coordinate, lead and plan the full range of complex congressional activities and communications on behalf of OUSD (R&E); proactively work and coordinate strategy execution with the Office of Secretary of Defense for Legislative Affairs (OSD LA) and the Office of the Under Secretary of Defense (Comptroller) Budget and Appropriations Affairs (BAA); manage Congressional workflow through CHARRTS, DoDCTS, OLC websites, CATMS, and DoDCTS.
Respond to special assignments as required to support emerging requirements and multifunctional administrative support services, to include analysis, filing, Congressional staff support activities, inter -OSD and inter-Department Congressional task management, briefing creation or management, and special Congressional workflow management.
Create and maintain workflow reporting and analysis documents and products as required by R&E, including tracking deadlines and delays and issuing notices and guidance to the offices within the R&E organization.
Collate, edit, format, or otherwise refine special R&E-level reports, including managing special groups and creating workflow strategies to meet complex and evolving Congressional reporting requirements.
Verify, pass and maintain staff security clearances; receive, process and maintain building/hill badge requests for staff and congressional committee members; track and maintain incoming Freedom of Information Act (FOIA) requests; provide assistance in obtaining parking clearance on the Pentagon Reservation for congressional visitors.
Requirements
A minimum of five (5) years’ recent and relevant experience with two (2) years’ experience on Capitol Hill; two (2) years' experience in legislative systems management in DoD is required
Bachelor’s degree from an accredited college or university is required.  At the discretion of the Government, specialized experience including military or industry executive assistant experience may be substituted in lieu of specific educational requirements
Knowledge of military protocol, congressional activities and experience working at the highest levels within the Government and/or private sector
Top Secret – ability to obtain and maintain SCI.  
Preferred
Knowledge and experience in the following applications/programs: CATMS, CHARRTS, DoD Directives Portal, CQ, RollCall, Early Bird Brief and OLC online is highly preferred.
Minimum of one (1) year of experience in Congressional briefing management and direct Congressional staff interaction and support as a DoD representative is preferred
Minimum of one (1) year of experience in direct OSD principal management is preferred
Active TS/SCI or DCID 6/4 eligibility within the last five (5) years preferred.
